The implementation of the innovative methodology of the WARN project in the training of senior civil servants of the central executive authorities continues. On June 13, 2025, a meeting of the Scientific and Expert Council of the Higher School of Public Administration of the National Agency of Ukraine for Civil Service took place in Kyiv.

The meeting was attended by Professor Dmytro Karamyshev, Doctor of Sciences in Public Administration and Professor at the Department of Public Policy of the Educational and Scientific Institute “Institute of Public Administration” at V.N. Karazin Kharkiv National University. He presented a report titled “Systemic Vulnerabilities to Hybrid Threats and Interactive Learning Methods in Ensuring Resilience and Comprehensive Security.” Professor Karamyshev shared with his colleagues the experience of implementing the new master’s program Public Management and Administration Under Hybrid Threats. Special attention was given to the experience of applying gamified learning methods, particularly for developing skills to counter disinformation.
