While the military focuses on the M (military), civilian subject matter experts and private sector are brought in to assist non-traditional threat analysis of PECI (political, economic, civil, informational) hybrid warfare tools. The key to the success of this process is understanding how specific hybrid warfare actors tailor attacks to specific vulnerabilities of intended targets across the PMESII spectrum.
