the abuse of entrusted power for private gain. The misuse of public institutions and office to the detriment of the common good. Is one of the hybrid weapons: 1) as a key enabler in the use of the other weapons in the hybrid armoury; 2) as an amplifier of the impact of other activities; 3) as a powerful weapon of mass disruption; 4) as a weapon of mass distraction. Is the dishonest or fraudulent conduct by those in power, typically involving bribery. Corruption has both a physical and a psychological component. The physical component centres on the loss of resource to the endeavour that the resource was originally intended for. This manifests in capabilities costing more than they should (the corruption ‘overhead’) or degraded performance. Far more pernicious is the psychological component of corruption. Corruption as a concept is closely linked in the human psyche to concepts of justice and injustice, fairness and unfairness.
